Olivier Mugwaneza

Director, Policy and Regulation Department, National Bank of Rwanda

Olivier Mugwaneza is currently working with the National Bank of Rwanda (NBR) as Director of Policy and Regulation Department. Prior to this role he served as a manager in charge of the Financial Sector Policy. In both roles, he led the development of regulatory frameworks and policy reforms to safeguard financial stability, address emerging risks, and promote a resilient and inclusive financial sector, while advising management and engaging key stakeholders. 

Previously, Olivier worked at the Institute of Certified Public Accountants of Rwanda (ICPAR) as a Principal Examiner, ensuring high-quality education and examinations for Certified Accounting Technician and Certified Public Accountant qualifications. Before joining ICPAR, he was an Assistant Lecturer at the University of Rwanda, where he taught business-related courses. Additionally, he has worked as an Audit Consultant and Professional Training Consultant for different organizations. Olivier holds a Master of Science in International Trade Policy and Trade Law and a Master of Financial Management. He also has a B.B.A. in Accounting from the School of Finance and Banking, a CPA qualification from KASNEB, and is a member of ICPAR where he serves on the Professional Standards Committee.
